I won this in an auction of assorted coins on Ebay. Its in cull condition but you can still read the date. I'm almost certain its silver, but I can't find anything on it. Does anybody have info on this?

I'm almost sure it is copper nickel. Sounds like catalog KM#4. I often see worn out late 1800s German coins in junk bins, for $0.25 or so apiece.

Yeah it is not silver. I find those all the time - I have no idea how they can be so common but they seem to be.
