My girlfriend and I saw a man take some change out of a fountain at a very nice restaurant once. He was very determined because it was cold out and he was up to his shoulder in the water. He didn't take very much either.

I am sure that I read about somebody being arrested for doing that at a mall, but I suppose that there is a big difference between taking money out of a fountain on private property versus public property.
