i live on the west coast where the percentage for the "s" cent is about 1% - 3%

Guess I am spoiled.. I live about 40 miles from SF and my S mint percentage is 7%. Unfortunately that 1908 Indian I found today didn't have an S mint mark on it.

i just got my first 's' penny today after sorting over $100 fv. a very nice 1969 s.

i'm guessing 's' pennies are even rarer than vdb's out here....sigh.
