Received/sorted 2 $50 bags today (dated 8/7/2007)

$40.04% copper!

My normal average is 27.5%

Do you think copper percentages could have dropped 13% in my area in the past 8 months?

I would be thrilled with a 27.5% average, congratulations on getting two great bags of pennies!

10-4!
Also-
Why would a bank have bags that old in the vault?
They get shipped out 3 times a week at most banks around here.

how many wheats in the bag? Could it be possible that someone bought the bags, sorted for wheats, and then brought the bags back to the bank? Maybe it just happened to take the guy that long to sort them?

30 wheats total in both bags

These are plastic bags that the bank writes the date on after sealing.

I doubt 40% was average when those bags were dated. You probably just hit a nice copper vein. Some of the longtime hoarders could probably give a better assessment, however.

Recently I got a box of nickles from my main bank dated June 7, 2007, so apparently some coins do get stowed away in the corner of the vault.
