The majority of the new money isn't printed at all. It is electronic accounting units. "Credit". Something made up out of thin air and noted in a computer ledger.

Technically, any discharge of firearms in the District of Columbia must first be approved by the Mayor in writing. This law is seldom enforced, but the local news pundits like to point it out from time to time. The joke is said that the mayor must spend all his time signing discharge permits, which is why he doesn't accomplish much else.
