What would you do if you found one of these?
Aluminum or bronze coated steel pennies, that may be illegal to own and may be confiscated? If you can keep it, it would be worth tens of thousands of dollars.

Keep it secret
Get it certified
Call the mint/treasury
Call a lawyer
Spend it
Something else

1. I would do what I could to make sure it was really a unique coin. Aluminum would be easy to tell, but the bronze coated steel would be a little harder. See if it is magnetic, and weigh it. If it was a different penny, then proceed to step 2.
2. Contact the grading services and find out what they would do. If they would grade it or not, since it was apparently never a coin that the mint released, it may not be considered a real coin and therefore not graded. Makle sure they wouldn't turn the coin over to the mint or Secret Service. Get the right answers then proceed to step 3.
3. Contact a lawyer who will work on commission once the coin is sold.
4. Send it to the grading service that would grade it and return it. Preferably PCGS.
5. Sell it to the highest bidder.

If you could SELL it, it would be worth tens of thousands. If you can't, it's worth nothing.

Here's what would happen.

The Secret Service would seize it, inspect it, determine it's a genuine mint product but NEVER RELEASED, hence not monetized, thus illegal to own.

Then it would get turned over to the Smithsonian, US Mint museum, etc.

Trust the government? Ask an Indian.
