Found what I think are NIFC halves on craigslist. Mint rolls of 2003, 2004, 2005, 2006, 2007.

Did the mint release these to the public? I know the mintages were low and thought they issued in mint sets only.
Buying:

copper cents at 1.3X
wheat pennies at 3X

you can buy them directly thru the mint website. there rolled in blue wrapping. I imagine if the mint does not sell all they have to offer for the year then they dump them into circulation

i never knew the mint sold those.

they are selling 2009 2-roll sets P/D for $32.95, which is about 82 cents per coin.

I think there have been mint sewn bags sold before.... or the 'dumping into circulation' idea seems plausible. I have found bulk semi-BU 1994, 1996, and 1997 halves on multiple occasions.
