Welcome to the forum!

Assuming that everything is common dates this would be a fair offer.

38 mogan & peace dollars: These typically sell for $15-17 in a coin shop. $14-15 would be a fair offer.

walking liberty half dollars 43, franklin halfs 21, mercury dimes 71, barber dimes 10, silver quarters
63: At spot at 12.82 9.5x face or around there is the going rate.

20 silver rounds: It depends if they are generic or name brand but $0.50-$0.70 over spot is the going rate.

63 40% half dollars. 3.4x face seems to be the going rate

Indian head pennys 35: $1 each is the going rate

War nickles 19: %0.60-%0.70 is the going rate for each

V nickles 4: $0.50 each is the going rate

FWIW, I have been offering 80-90% of spot for most of this type of silver and have been getting those offers accepted. I like to have a little wiggle room if they say original offer is too low.

Everything you have listed there is approximately around $1550 in total silver and numis value based on $15 morgans/peace - 9.5x face on 90% silver, $15 per round, 75 cents per WN, $1 per indian/v-nickel.
I would offer $1350 or $1400 for the lot.

thank...this was the general range i was in. This might be stupid but i have around 1000 ounces of bulk silver. I know you can never have to much...but what is a norm for people to hold? I like to buy but limited funds tends to keep me from buying as much as i would like.

You can never have to much silver! There is no normal amount for a person to hold. It all depends on your goals and objective for the silver.

I'd offer a little lower than what you consider to be a good offer, and let him bargain it back up.
