This is the same article as the one posted by coinflation.com. Within the article the author mentions that low single digit inflation is concidered acceptable to policy makers (new word for politician?), but higher rates of inflation are too troublesome for business calculations or consumers to handle. When did it become acceptable to only rob me slowly? simillarly taxes becoming too burdensome at 40+ percent so we will let you off easy at 35 percent..

It is a squeak factor.

How much can be stollen before too many people start to squeak.

Another way to say it is how much will people handle before they complain, and again how much will they take before they act.

Are there any major countries that DON'T have a central bank? That would solve the problem.
