I don't have a decent scale - but do have a fast counter. Figure 150 pennies to the pound and your buyer will never get cheated.

I bought a good used Toledo scale...(think deli/ meat dept in the grocery store) off of e-bay. It has been calibrated. I always make sure that I put more than the weight sold to make sure the customer is getting what they paid for. 10lbs sold = 10.08lbs shipped.
Since I ship so much "stuff" anyways I use it for weighing my other packages so I can print my shipping labels at home.
If the post office is not busy I sometimes ask them to weigh it so I can compare their scale to mine.
146 is uncirculated count for 1 lb of pennies. So 150 +/- 3 should get you close.
I would rather error on too much than too little.

I sell by weight and always weigh a little over to be safe, but if someone is selling by face, I figure 150 to the pound.
Canadians are a little more difficult to deal with since there are several different weights. It depends on your mix, but my experience has been rougly 162 - 165 per pound.
Since the pennies are usually circulated, you have to add some to make up for the wear. I have several high speed counters and a couple of really good scales. I use 150 (3 rolls) per pound for estimating, and if selling by weight I just load them on the scale till they go a little over.
If your percentages are low.. just sort more. If your percentages are high.. just sort more.
