PM to deliver first major speech on state of economy Tuesday

OTTAWA — Stephen Harper is headed to car country and he's coming with a buoyant message at a bleak time.

The prime minister will be in Brampton, Ont. on Tuesday to deliver his first major speech of 2009 on the state of the economy.

Mr. Harper rarely writes his own addresses from scratch but he spent the weekend at his residence putting this one together.

The 3,000-word speech will contrast Canada's situation with the far worse struggles being confronted in other countries.

Mr. Harper will also argue that smart government decisions, on bank regulation and tax cuts, have helped soften the economic blow.

The Prime Minister will illustrate his case with visual aids: his speech to the Brampton Board of Trade will include a slide show of Power Point charts.

Officials in the Prime Minister's Office say the speech locale was chosen because southern Ontario's manufacturing sector has been particularly hard-hit by the current recession.

Brampton has a Chrysler plant that employs 3,500 people. Although it remains open, the plant was recently idled for a week.

PM touts strength of economy despite recession

Prime Minister Stephen Harper says Canada will emerge from the current recession stronger and faster than any other country.

In an address to the Brampton Board of Trade, Harper emphasized the positives about Canada's economy in what was billed as his first major speech on the recession.

"Canada was the last advanced country to fall into this recession," Harper said.

"We will make sure its effects here are the least severe and we will come out of this faster than anyone and stronger than ever."

Although he rarely writes his own addresses, reports say Harper spent the weekend at his residence, choosing the wording himself.

Earlier Tuesday, Finance Minister Jim Flaherty urged the Senate finance committee to pass his budget bill without amendment or delay because of the dire economic situation.

Flaherty said the Canadian economy is in recession now and is likely to see more deterioration.

"I'm going to urge you today to deal with this bill right away -- and I mean right away -- I don't mean that you go on March break and come back after March break and deal with it," Flaherty told the committee.

He said Parliament must react by adopting Bill C-10, the budget implementation bill.

"For these measures to be most effective they must be implemented in a timely manner," he said.

Flaherty said the Tories already held "the most comprehensive" pre-budget consultations in history.

"That time has past, now we must act," Flaherty said. "We are in a global recession now."

Flaherty also said no to a question from the committee on whether he'd be willing to split the bill to deal with stimulus measures in the budget separately from concerns over pay equity and changes to the Navigable Waters Protection Act.

"You're making an assumption that the stimulus package is severable. It is not," Flaherty said.

Flaherty also commented on upcoming unemployment numbers due to be released Friday. He said "these numbers are not likely to be good."

The finance minister also brought along more than 2,000 letters he said he's received from Canadians who are asking for help.

CTV's Ottawa Bureau Chief Robert Fife said Tuesday that Liberal Leader Michael Ignatieff has made it clear to unelected Liberal senators that they have to get this bill passed.

"It's very, very possible that it could be reported back to the Senate this week and possibly passed at the end of the week before MPs head off for March break," Fife said.
