It is hard to tell for sure on the chart, but it looks like the big dip started in 1933 when FDR outlawed gold ownership. So yeah it was part of the New Deal and the gov spending money that they didn't have at an increasing rate and not having to worry about gold competing with their paper.

Also of note it looks like the dollar decline slowed for a while right around the time that silver coins would have been close to face value. So silver probably held us up for a bit around 48 through 64. Then when they pulled all the silver coins out circulation it started to fall fast again.

i believe fdr took office in jan. or mar. 1932. new deal was probably within the first 100 days. new deal was paid for indirectly by gold confiscation and dollar devaluation, but otherwise they weren't linked iirc. btw, hoover had many new deal type programs but these are not talked about much in history books.
