The banks are counting on the sheeple to act like sheeple and rake in fees from their lack of smart money management (take out all the cash at once.)

I think this is less an issue of sheeple getting deservedly soaked versus arrogant banks doing everything they can to soak people. Remember the arrogance we've seen on public display ever since the bank handout, er, bailout began: Banks are more than happy to take the government's money and then flip the government and the American public off when they demand to know what's being done with the public's money. And I don't think we're going to see the end of that arrogance anytime soon.

How exactly does an arrogant bank behave? Telling the SEC and FDIC to bugger off? Not giving loans to folks without a job? Wait - that's what got banks into trouble. When the Gov't finally nationalizes the banks, that's when arrogance will REALLY begin.
