Today I found a partial hit penny. It is a penny blank with just the edge stamped from 1991. Only about 1/8 of the blank is stamped. It shows the lower shoulder of Lincoln and the year 1991 on one side and ES OF AMER and IBUS on the other. Does this have any value??

Take it to your closest coin store and casually bring it up as a conversion topic. Don't sell it until you have obtained several opionions as to it's worth (that is, if you even want to sell it). |

I've sold to him before and he's pretty decent. The reason I'm pointing you there is because he has a regular error coin auction. On the left menu, you will find past auctions and their prices realized. I would describe OP's coin as being 90% off center WITH date and mint known. (not to be confused with 90% off center errors without a date or mintmark).
Just a guess off the top of my head, this penny should easily sell to a dealer for $50. That dealer would in turn sell it for much more.
Of course, I'm pretty out of touch with error coins lately and prices could have either kept going up, or fallen due to the economy. Pennies always seem to be hot and given this is not a coin with a 5 digit pricetag, I would assume the price has gone up.
