I bought some mint proof sets and was looking and noticed this on the cent. The year is 1983. Very difficult to photo through the plastic.
Is this a lamination error, and if so would it be worth much?

Appears to be a small lamination problem on the cheek but as you said it is difficult to tell through the plastic. If so, those type of errors are nothing special and with a proof set would tend to lower the value, not increase. However, an error collector would possibly want that one.
