Refiner does not take 40%,copper, nickels
Midwest Refineries does not accept silver-plated material or clad silver coinage (1965 to present). We do not accept silver electrical contacts still attached to bus bars or connectors of copper or non precious metals. Contacts must be shipped separated. Midwest Refineries does not accept 800 Silver, Nickels, or any Silver brazing wire. We do not accept any foreign coinage.

Yes, bummer!
I remember at one coin show I went to, I overheard someone trying to sell some 40% to a coin dealer. That person was upset that the buy price was so low, and the coin dealer replied that in order to send to a refiner, he had to have some ungodly amount (like about $10,000 face) before a refiner would accept it.
Makes one wonder how much the refining cost is to process copper pennies. I think the really pure copper that fetches the best spot price is electrolytically refined. One would think they might have to go through that step to purify copper from pennies. In that case it's an expensive and electricity intensive process.

That's wh'I love them thar pure .999 canadian nickels. They're the only semi-precious metal pure bullion coin I know of.
