I picked up 2 CWI boxes today. No date or number. Both weigh 14 lbs. Both are a majority of new 08D rolls, some show 08 on one end and older on the other. Some ends are both older. One copper showing on one end.
I guess these would be "phase in" boxes?

It depends on the particular company that rolled the coins. Some companies mix old and new and some do solid rolls of the new stuff. Don't assume just because it is shiny on both ends that the entire roll is 08. Put each roll on the scale and if it is shiny on both ends and weighs about 126 grams it is probably a solid new roll. Mixing up the old and new coins this way started back in the 70's to discourage hoarding of BU rolls.

I can see the marks from the rolling machine on that one pic.

If your percentages are low.. just sort more. If your percentages are high.. just sort more.

I opened the rolls with non-08's on the end and found they were peppered with a few older zincs and a little copper. I opened several with 08's on both ends and found some were solid and some had 1 or 2 older zincs.
You must be right about their ploy to mix to discourage hoarding.
