As far as the Texas Congressman is concerned, healthcare is not a right. "I don't have a right to medical care," he emphatically states. In his view, the constitution only guarantees citizens "life, liberty and (the right to) keep the fruits of my labor."
Don't be mistaken, he's very clear to point out, he is in favor of all citizens receiving medical care. "I want everybody to have maximum care at the best price. And that's why I want the government out of it completely."
How would all "citizens" (sounds like illegals would be cut out his vision of the healthcare system) receive maximum care if they couldn't afford it?
Would healthcare be cheaper if the government was out of it completely?

I avoid speaking about my personal politics and religion. But my assumption of congressman Paul's political views would lead me to think that he feels that the free market would find a way to make money off of providing some level of healthcare that is affordable to illegal immigrants. Furthermore, I think he would feel that a mandatory tax to pay for healthcare would not be in the spirit of capitalism.
What he is saying is that government has no place in deciding the level of healthcare or insurance for anyone- not the rich, poor, or illegal immigrants. He hints that business will find a way to serve the needs that each person feels is necessary for themselves. He also says that the costs of implementation are grossly under estimated.
