Banksters will be banksters . We wouldn't want to crimp their lifestyle would we? I'll bet they will even figure out some deferred compensation scheme so that they do NOT have to pay taxes on their increased salaries.

Morgan Stanley did this as well. its essentially required by TARP since no options are allowed, and restricted stock grants are curtailed.
