Perhaps they weren't Japanese, but actually North Koreans, and they were printed on the same machines that they use to make the counterfeit FRNs.
NK makes bazillions on counterfeit US currency, maybe they are branching into Treasury notes.

From the comments, one poster noted that there was a G8 meeting in Italy during, or just before the bonds were discovered.
Another, noted that the amount corresponds with the stated balance of TARP funds, and, a prominent Japanese finance official stated that Japan has "absolute faith" in US bonds. Basically he suggested that we spent the balance of the TARP money to buy a positive endorsement from Japan regarding our debt.
Oh yeah, nearly forgot, we're F'ing doomed.... (There's my two minutes of hate, Kurr  )
