40 quarters for $2.60? you got a deal regardless of what they look like.
Aside from that, those coins look about average for junk quarters. I've gotten a lot better, but also a lot worse. Those dont quite qualify as "slicks".
Example of a bad one.

If you want Ag, you got some for a bit over today's spot. If you want nice coins, you got some real dogs, but there are Quarters that are a lot worse looking for sale in the market place. "Fair Price" is if you're satisfied. Personally, I'd rather buy Ounce rounds or bars before those Quarters at that price. But, if you wanted Ag Quarters and like most of what you got then consider it "Fair", if you wanted something else it isn't. Coinflation.com pegs the (Dream) price of Ag Quarters at $2.52 each today.
The good news is $'s/oz.Ag will rise and you now have more ounces of Silver than you had yesterday. |

I think you paid a little over the market value, but I wouldn't leave harsh feedback over it. What were you expecting? AU/BU coins? Generally "mint condition" coins cost more. Maybe 3 star him or something and send him a message. This is the reason why I tend to stay away from quarters and dimes. On average, a lot more circulated than '64 halves. If you can find dimes or quarters in the '60s, those will tend to have more "meat" on them.
Also, you may want to consider staying away from auctions that dont have good pictures of what you're buying.
