They're going to borrow the money instead of just print it?
Who are they borrowing from, the fed again?

Just curious, is there any functional difference between the U.S. borrowing money from its creditors and the Fed printing new money?

This is the way I see it.
Borrowing from others is debt. Borrowing from the fed is a joke. It's printing unbacked paper, pure inflation.
There's not really any debt produced when the fed buys the tbills, they just cease to exist.
