Just found my first 1943 steel penny and in the same batch I also found a Greek 2 euro cent. I know about the steel penny but what is the make up of the 2 euro cent?

It's plated steel, like all other Euro coins.

Not all Euro coins are plated steel - the larger denomination ones are "Nordic gold", a mix of several metals like copper, zinc, nickel, etc. Basically, the ones that look copper are plated steel and the ones that look "gold" are "Nordic gold".
