Barney Frank Fife sees it like this: “It shows that things are beginning to stabilize,” Frank said in an interview on CNBC television. “The more money that comes back in the Treasury, the better I like it.”
I see it as these banks not wanting to put up with Barney's crap over money that they were asked/forced to take.
the tarp money came with strings and congress seems to think its fair to add more after the fact.
the new law actually removes some of the restrictions on repaying it.
the problem is the money counts as bank capital. so you need other capital to replace it. just borrowing money doesn't work. and the market has made it difficult or impossible to raise capital. to raise capital today to replace the tarp capital a bank would have to pay 12% easily. the only other alternative is to slowly earn the money.
