I live in Greensboro, NC, the 4th emptiest city on the list.
The rankings aren't much of a surprise. For the past decade, developers and builders have driven much of the city's growth. Expansion in the form of new construction and annexation has been rapid. In the meantime, Greensboro/High Point has lost its manufacturing base of textiles and furniture. The jobs lost have not been replaced.
The Forbes report shocked some local boosters, who say that the Census data used as the basis for the Forbes rankings draws from two neighboring counties with much higher vacancy rates (see link below). However, the same group of folks have no problem incorporating data from those counties when the results are favorable.
