From a grinding count of 351 rolls collected from 23 banks, 2008 (nickel-plated steel) constituted 18.5% of all nickels collected.
Pure nickel totalled 15.6%. So there are more 2008s in circulation than pre-1982.
If the RCM had increased the number of nickels in circulation by 18.5% every year since 1981, then dilution alone would have reduced the pure nickels in circulation to less than 1%.
The high print run (press run? stamp run?) is to compensate for all the nickels they are pulling out of circulation.
