Sounds like it to me. There are bids however. Hopefully they are bidding on the tray and not the silver.

Silver on copper holds up better than
silver plate. Silver plate is done using
electrolysis, the tiny particles of silver
are "shocked" onto a certain metal using
electricity, and a solution of liquid.
Almost any metal can be electroplated
with silver. Silver on copper is similar
to what the Sheffield plating method was.
It is where a thick sheet of copper is
flattened with a thin sheet of silver.
It is flattened and then formed into
whatever. Absolutely NO silver value.
These can be found a plenty at Goodwill,
Salvation ARmy, etc. Silver on copper also
gets straight to the point! Whereas silver
plated makes you wonder what metal is under
the plate.
