When I saw this on Yahoo's headlines, the first thing that went through my mind when I read this was DANG, now they're going to want more fossil fuels!
As for the SECOND thing that went through my mind...
Saw a CNN report on that where they toured the tower before it was destroyed. This is seen as a move to further prevent the DPRK from creating nuke weapons. DPRK is only a bit player in world energy consumption - they can't afford to use cars, electricity, or pretty much any other kind of energy in any meaningful quantity.
