A local yard here told me that in October the security measures are going to be tight for scrappers. Basically, you have to have valid ID and fill out your social security number. Some yards are rumored to go to a "client" list with possible background checks to prevent walk ins.
Crazy stuff but with theft of metals so high now a days I guess it's necessary. There is a newly built grade school near my house that was delayed for quite a while because some thug stole all the copper wiring out of it.
My guess is that with this process, it should help weed out the criminals but also reduce the amount of materials being scrapped. Indirectly, I assume this will help raise prices as less materials are being processed which would be good for us law abiding citizens.
Any thoughts?

Hmmm...It could have a few different effects. I would guess that it would have 0 effect on metals spot prices, but that scrap yards might be forced to shrink their margins a bit as the supply starts drying up.
Of course the gut reaction of the scrap yards might be to try and lower buy prices to make up for the extra costs of the security measures, so there will be opposing forces on the scrap price.
It also opens the possibility of being a middle man or "fence". If you can establish yourself as a "legitimate" supplier of scrap to the scrap yard, you can start buying other people scrap and reselling.
Spot on, underground markets will always find a way. Personaly unless they plan on making a deposit to my retirement account, scrapyards aint gettin my ss #. Maybe I'll trade em my SS# for their employee files so I know where to start when my personal information is used for fraud somewhere down the line.

some yards around here already do it. It is not as bad as you think. If i understand laws are being tossed around to make it mandatory but yards would have a few years to comply.
The yards here just scan your driver license (mi d/l have a magnetic bar containg all info) you do this the first time only then on next visit you just tell them your name and tell them address or something to verify its you. it actually makes it go faster because you dont have to wait for them to enter data everytime to get a check
the yards here copy your driver's license. I can guarantee if they need my social, the metal I would recycle would just get sent to the landfill. I'm not giving my social out. I hesitate giving it to banks when I open accounts.
