We would use our firearms to protect ourselves and our loved ones first. Think of communications gear the same way. Forget about all of this nonsense about amateur radio as a "public service". Think of radios in terms of communications only. The license is not going to matter in a SHTF situation. Only your knowledge of radios and communications in general will make the difference.

The only problem will be that "The Power To Be" will be hunting dowm those radios (and any other radio) like the Nazis did in WWII with the resistance.

That's why the users of not only ham radios, but walkie talkies and CB's will need to be very mobile and used for short durations. They take a little longer to track down than a cell phone, but not much. But they don't have GPS's constantly broadcasting a position like a cell does.

The only secure method of communicating in an area will be WWI technology. Buried wires.
